Rebuttal to Carlos Ambayec’s Claims Regarding PGBI Leadership and Expulsions
In recent statements made by Carlos Ambayec, who claims to hold the title of National Secretary-General of the organization known as PGBI (Philippine GUARDIANS Brotherhood, Inc.), a series of assertions have been presented regarding past leadership events and alleged expulsions within the organization. It is crucial to clarify these claims to preserve the integrity of PGBI and to uphold transparency in its leadership history.
Firstly, Ambayec’s characterization of Engr. Melliardine GS MEL Gamet and her Secretary-General’s alleged expulsion on January 8, 2014, as an illegitimate action not only lacks credible supporting evidence but is also an attempt to rewrite the narrative surrounding the events post-September 2013. The leadership of PGBI underwent necessary changes following the expulsion of former senator Gregorio Honasan, which was duly enacted by a majority vote of the National Executive Council (NEC). This process was carried out in alignment with the principles of democracy and governance that the organization espouses.
Ambayec’s claim that the resolution expelling 12 NEC members was signed illegally by the de-facto Secretary-General Layug lacks substantiation and is an affront to the governance protocols established within PGBI. Such actions by the NEC were undertaken to ensure the continuity of effective leadership and to mitigate the discord that had arisen from Honasan’s tenure. The resolutions passed were facilitated within the confines of PGBI’s constitution and by-laws, reflecting the consensus of the NEC members committed to the organization’s mission and values.
It is important to note that the claim of a systematic ousting of members who acted against the former senator’s leadership has been repeatedly debunked. The NEC meeting held in Balyuan Conference Hall, Tacloban City, was a legitimate gathering aimed at ensuring the organization could move forward cohesively after a tumultuous period. Any notions of illegal expulsions demonstrate a misunderstanding—or perhaps a deliberate misrepresentation—of PGBI’s internal processes.
Furthermore, Ambayec’s reference to his role as National Secretary-General is questionable. Since his purported leadership is derived from a factional claim rather than a legitimate electoral process, it raises concerns about the validity of his position. In PGBI, leadership must come from a collective decision made by legitimate representatives of the organization, grounded in the will of its members rather than individual or rogue claims.
Our members deserve clarity and accuracy regarding the history and leadership of PGBI. As new leaders have since emerged to guide the organization towards its goals, it is vital to acknowledge their legitimate roles and contributions without the distortion of facts.
The statements made by Carlos Ambayec regarding the expulsion of current leaders are not only unfounded but also serve as an attempt to undermine the progress made by PGBI. It is essential for members and stakeholders to rely on verifiable information and to trust in the democratic processes that govern our organization. Our focus should remain on uniting our brothers and sisters under PGBI’s guiding principles and working together for a brighter future rather than engaging in discord fueled by misinformation. – GSM
