RD Warren “FRMG WARS” M. Singculan: The Warrior Titan

Warren “FRMG WARS” M. Singculan, born on January 20, 1975, under the zodiac sign of Aquarius, has always embodied the traits of innovation and humanitarianism. Raised in the beautiful city of Lapu-Lapu, Cebu in the Philippines, Warren’s formative years were filled with a passion for learning and an unwavering commitment to serving his community.

Warren’s leadership skills have had a lasting impact within the PGBI, having successfully established two chapters: the “Panas Basbas Eagle Chapter” and the “Tabok Dragonfire Chapter”. As the President of the Panas Basbas Eagle Chapter in Lapu-Lapu City, Region 7, he has been instrumental in promoting the values of camaraderie and community service among his fellow brothers, organizing initiatives aimed at upliftment and support for those in need.

Currently, Warren serves with the Local Government Unit (LGU) of Mandaue City, working under the City Disasters Risk Reduction and Management Office as an Emergency Medical Responder. His commitment to public safety is underscored by an extensive array of training and certifications that equip him to respond effectively in times of crisis.

Warren has completed various specialized training programs, including:

1. Gender and Sensitivity Seminars (DILG)
2. Emergency Operation Center (EOC) Training with the Office of Civil Defense (OCD)
3. Radio Land Mobile Operator Training accredited by the National Telecommunications Commission (NTC)
4. Basic Skills of Responders Course, earning a Certificate of Completion from the Bureau of Fire Protection (BFP)
5. Basic Incident Command System (BICS)training (OCD)
6. A rigorous three-month mandatory training in Basic Life Support (BLS), First Aid, Extrication, Rope Rescue, and WASAR (Water Search and Rescue)

These training programs have honed his skills in emergency response, ensuring that he is prepared to tackle any situation with professionalism and expertise.
